Providing safe and refreshingtap waterDaiichi Water Purification Plant (located in 4-chome Kichijoji-kitamachi)Tap water in Musashino City is a mixture of roughly 80%groundwater, which is pumped from 250 meter-deep deepwells in 27 locations of the City, and roughly 20% watershared by the Bureau of Waterworks, Tokyo MetropolitanGovernment. It is said that tap water in the City tastes goodas the groundwater contains moderate amounts of minerals.In order to supply safe and good water, water purificationplants monitor the water quality around the clock.Waterworks facilities are aging, and many need to berenovated. The City maintains and manages the facilitiesappropriately and is taking steps to make them earthquakeproof in a planned manner, including the establishment of awater distribution network.Town planning that harnessesrainwaterCombined sewer systems that carry both sewage and rainwaterwere common in the 1950s when the City began toinstall sewer systems. This system is still utilized in approx.90% of the households in the City. As a result, heavy raincauses large amounts of rainwater to flow into the drain atone time, leading to sewage emissions into the river. In orderto improve this situation, as of the end of FY2011, rainwaterstorage and infiltration facilities (500m 3 ) have been installedat 10 school grounds out of 18 municipal elementary andjunior high schools. In addition, in October 2012, the Ordinanceon the Promotion of Underground Infiltration andEffective Use of Rainwater of Musashino City entered intoforce. Measures are being taken to harness rainwater, includingthe provision of subsidies for the installation of rainwaterinfiltration facilities at residences.Installing a rainwater storage and infiltration facility at a school groundCreating a pleasant walking environment through the proper use of bicyclesMeasures have been taken in and around the 3train stations of the City to prevent the abandonmentof bicycles, including their removal byestablishing no bicycle abandonment zones.Bicycle parking spaces were set up tentativelyon sidewalks but have been eliminated with theinstallation of large fee-based parking spaces infront of Kichijoji and Mitaka Stations in April 2010.The City will continue to develop fee-basedbicycle parking spaces towards the elimination ofabandoned bicycles.The City is also making efforts to raiseawareness regarding traffic rules and mannersfor the safe use of bicycles.
