Leaving a Peaceful and Beautiful Cityfor Future Generationsby Fostering Civic AutonomyMorimasa MurakamiMayorMusashino City was incorporatedas the third city of Tokyoshortly after World War II on November3, 1947. Currently, with apopulation of approximately138,000 people and a land areaof 10.73km 2 , it is the secondmost populous city out of 788cities of Japan. Bordering the 23wards of metropolitan Tokyo andTama area, the City is also convenientand is blessed withnature. Though small in size, it isa compact and highly convenientcity. Possessing abundantgreenery and a good living environment,Musashino City ispraised as one of the mostlivable cities in Japan.Musashino Village, laterrenamed as Musashino City, wasfounded in 1889, which grew intoa town and then into a city. Inlight of the devastating WorldWar II, Musashino received itsfirst air raid on November 24.To commemorate it, City designatedthis day as the“Musashino Day of Peace”,telling the next generation thepreciousness of peace.With a population that hasstayed in the 130,000 peoplerange since 1965, Musashino isbecoming a mature city with littleroom for major developmentprojects. Due to the societalmakeup changes, including theadvancement of a decliningbirthrate and aging populationand the rise of single-personhouseholds, there is little prospectof the tax revenue increasing.Furthermore, due to theaging of urban infrastructure andpublic facilities which were constructedin the early years of theCity, the time has come for redevelopment.This mature city isnow demanded to make a policyshift. With an eye on the future, Iintend to move forward with theredesign of existing programsand the renewal of facilities todevelop a sustainable and appealingcity which also takescityscape into consideration.Having experienced theGreat East Japan Earthquake,the City is faced with many challenges,including disaster management,community networking,wide-area cooperationamong cities, and the energyissue. At the local level, it is imperativethat a sense of communityis fostered and the strengthof the region is increased on adaily basis.Presentinga New City Modelfrom MusashinoThe notion of residents developingand protecting their owncommunities is the basics ofcivic autonomy. I would like todemonstrate a model selfgoverningbody that promotesresidents’involvement in theircommunities and cooperateswith other self-governing bodiesin a variety of fields, based onthe keyword“Autonomy and cooperation.”The Musashino CityFifth Long-Term Plan, which wentinto effect in FY2012, declaresthat“a new city model will bepresented from Musashino.”Itcalls on residents to jointly developa new form of civic autonomy,while harnessing thestrengths of the residents. Let usdraw on our unique city cultureand civic activities which havebeen cultivated in the City with aview to further developing a cityadministration in which residentsplay a leading role and promotingcity development that bringsbright smiles to the faces of ourresidents.
